COVID-19 Corona Virus Information

Guidance on CBP's seaport inspectional processes that will take effect immediately:

For cargo ships arriving from COVID-19 travel suspended countries, CBP is delaying the inspection of the crew until 14-days after foreign departure.  The crew remains onboard until inspected.  All vessels will be required to submit a security plan to include the hiring of additional guards for all vessels arriving from suspended countries.  Once the 14-day mark is passed, CBP will inspect the crew and may issue landing permits (if there are no other concerns).  In some cases the ship may depart the port before 14-days and in those cases the crew is remaining on board for the duration.

This applies to vessels arriving from, and any crew joining the vessel from listed in the following statement:

Presidential Proclamations have placed entry restrictions from persons arriving from or through the following countries: Iran, China (excluding Hong Kong and Macau), the European states within the Schengen Area (Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, and Switzerland), United Kingdom and Republic of Ireland, and the Federative Republic of Brazil.

Illness of a person onboard any vessel that may adversely affect the safety of a vessel or port facility is a hazardous condition per 33 CFR 160.216 and must be reported immediately to the U.S. Coast Guard Captain of the Port (COTP). Cases of persons who exhibit symptoms consistent with COVID-19 must be reported to the COTP.

The Coast Guard considers it a hazardous condition under 33 CFR 160.216 if anyone, regardless of where they have been or who they have interacted with, shows symptoms of COVID- 19 or other flu like illness. This requires immediate notification to the nearest Coast Guard Captain of the Port (COTP).

Per 42 CFR 71.21, vessels destined for a U.S. port are required to report to the CDC any sick or deceased crew/passengers during 15 days prior to arrival at the U.S. port. U.S. flagged commercial vessels are also advised to report ill crewmembers in accordance with the requirements of each foreign port called upon.

PILOT BOARDINGS -
Searsport ME / Bucksport ME: Pilots following CBP policy above and delaying boarding for dockings on vessel's that are arriving from or have had a recent crew change where persons traveled through one of the listed countries above until they have reached the 14day mark of showing no signs of illness.
                Portland ME: Pilots are doing their best to keep the flow of vessel traffic 'business as usual' and are evaluating all vessel's case by case.
Portsmouth NH: Pilots following CBP policy above and delaying boarding for dockings on vessel's that are arriving from or have had a recent crew change where persons traveled through one of the listed countries above until they have reached the 14day mark of showing no signs of illness.

CREW CHANGES:
                Portland / Searsport / Bucksport ME and Portsmouth NH:  The port director in Portland ME is allowing crew to sign off and repatriate back home under following conditions:
                                Crew must hold valid US Visa
                                Crew departure flights MUST be direct foreign - NO CONNECTIONS WITHIN US PERMITTED
                                Crew departure flights MUST depart prior to vessel departing port

BUCKSPORT ME BLACK OUT DATES 2021:

              Following are the dates on which no high water transits (drafts in excess of 28') can be conducted to Bucksport due to a lack of daylight coinciding with the time of High Water.  Low water transits are still possible on these dates at drafts of 28' or less, depending upon the height of the low tide.
